Announcing the Launch of Solana Policy Institute

Monday, March 31, 2025 — Solana Policy Institute officially launches today! Solana Policy Institute (SPI) is a non-partisan, non-profit organization focused on educating policymakers on how decentralized networks like Solana are the future infrastructure of the digital economy — and why the people building on and using crypto need legal certainty to flourish.

Miller Whitehouse-Levine will be building SPI from the ground up as the SPI’s Chief Executive Officer.

Innovators deserve to have the clarity they need to build a frictionless, Internet-based global economy — a future we believe is achievable with the right laws, rules, and frameworks,” said Solana Policy Institute CEO Miller Whitehouse-Levine. “Working alongside powerhouse crypto advocates in Washington, SPI will stand firmly behind the principles of decentralization, and will work tirelessly to accelerate the industry’s positive momentum by elevating strong case studies taking place across the Solana network.”

SPI will bring together leading voices from across the Solana ecosystem to share their stories, educate policymakers on real-world applications of blockchain-based innovations, and showcase how decentralized technologies can create positive economic and social impact across communities.

Whitehouse-Levine was previously the CEO of the DeFi Education Fund (DEF), where he led the organization’s overall operations and the strategic execution of the organization’s mission on behalf of software developers. Prior to joining the DEF, Whitehouse-Levine led the Blockchain Association’s policy operation, and was a lobbyist at Goldstein Policy Solutions on a range of public policy issues, including crypto. Whitehouse-Levine holds a B.S. in international politics, and a minor in Mandarin Chinese from Georgetown's School of Foreign Service.
